Maybe you need to install a lock box for the paper if necessary.
The store on our corner has one because the papers are delivered before the store opens up. It doesnt seem to be all that expensive and investment.

Maybe the featuring of “Twight” in the paper caused shame with the administrators. Check their offices for the bundles.

I know I am almost 60, but I remember back, and seeing “underground campus newspapers” being out. the students figured out how to get the campus news out from donations from print shops, where students could get on the job training in trade. I don’t know, but there is always a way to get things done, without worrying about budgets. See, if you could sell more advertising to cover costs.
But, what do I know lol
