
The Orange City Council voted 4-1 Tuesday night to enter into negotiations with CR&R Waste Services for a 10-year contract for an estimated $100 million-plus to become the city’s trash collector.
CR&R, based in Stanton, was chosen over three other competitors, including the current hauler, Waste Management.
Currently, residents pay $14.15 a month.
CR&R’s proposal would put the rate at $10.87, which Orange Councilman Denis Bilodeau said would give residents the lowest monthly trash rate in the county.
“The residents and businesses are going to save $70 million over 10 years,” Bilodeau said. “This was the first time in the city’s 140 years this contract was put out to bid, and it was time to let the free market speak.”
Mayor Carolyn Cavecche said she cast the lone no vote because there were two other firms offering lower rates than CR&R.
“It’s not the lowest rate for residents,” Cavecche said. “I just wanted them to be lower than that.”
Cavecche said she would have rather split the contract between Ware Disposal, which proposed the lowest residential rate of $10.36 a month, and Athens Disposal, which proposed a commercial rate of $84.90. CR&R’s proposal was a monthly rate of $64.16 for commercial businesses.
Assistant City Manager Rick Otto said that negotiations with CR&R are expected to last 45 to 60 days, with the council voting on a contract in August. CR&R would take over trash service in February.
In a report, Otto and a committee of city staffers ranked the competing companies based on qualifications, technical expertise, financial stability and cost of service; they rated CR&R as the best choice.
An independent consultant also ranked the competitors based on the same qualifications and also rated CR&R as the best choice.
Bilodeau said the rates could slightly change.
“We still have to negotiate,” he said. “Anything can happen.”
CR&R has been in business for 46 years and serves 12 cities in Orange County, including Aliso Viejo, Laguna Hills and Rancho Santa Margarita.

I am highly in favor of this change. The Waste Management drivers are really lazy when it comes to picking up trash around our residential community. If trash falls out of the cans they just leave it on the ground for the birds. Although we do not know how the CR&R’s crew will be like it can’t be much worse then Waste Management .

The Register had a full page ad from the new hauler on Monday asking Orange residents to encourage the city council to approve the contract. I’ll happily take a cost reduction if the service is comparable to Western Waste. Actually, I thought Western Waste the only trash hauler so the competition is good. Still, the new price seems to be low, especially when compared to the other bids. I wonder if this is a low ball bid just to get their feet in the door.
Actually I seem to remember that ad was from “Ware” mentioned as the low home pick-up bidder not “CR&R” that got the contract.
This was a great deal for the residents and businesses of Orange…some corrections to the story…it is a 350+ million dollar contract, the Mayor is also wrong about the lower bidders, the number only happened after “they corrected their bid”…they (Ware) made a change after they saw they were to high at ($13.13). Also, taking into account that the Mayor again forgets to mention hidden charges, like an “extra trash can charge” cot of 8.25 per month, making the (according to her) “low bid”, not only higher then the current hauler, but the HIGHEST in the County!!!
Also, the business trash the Mayor wanted was 20 dollars more a month then what the majority of City Council passed>
Thank god for the majority of the Orange City Council, at least 4 of the 5 are looking out for the best of the City.
The only reason that the Mayor’s buddies were the low bid was because of a “mathematical error”, that was discovered after all the other bids were reviewed. This smells so bad for the mayor and again show she will do anything for a donor!

John, you are absolutely right, CR&R will / MUST jack up the rates. BTW I would be very upset if I lived in south county where CR&R charges double the rates for the same service. I guess Orange wins, San Clemente, Dana Point and SJC get to pay for City of Orange’s trash collection.
I’m always leery at having a low bidder win a public contract.
Low cost = bad service.
